जापान जैसे मुल्कों में व्यवस्था या सरकार के प्रति किसी बात का विरोध जताना हो तो लोग अधिक से अधिक काम कर उसे प्रकट करते हैं। काले बिल्ले लगाकर भी विरोध करना एक उचित माध्यम है परंतु संस्थानों में हड़ताल कराकर, सड़क—रेलमार्ग आदि बंद कर एक निर्दोष आम आदमी की ज़िंदगी में मुसीबतें पैदा करना कहां तक न्यायसंगत है यह कहानी उसी ओर इशारा करती है। अपनी मांगों को लेकर हड़ताल करने वाले क्या कभी यह सोचेंगे कि उनकी वजह से आम आदमी को किसी तरह की परेशानी न हो बल्कि हड़ताल तो ऐसी हो कि लोगों तक पहले की तुलना में कहीं अधिक सहायता पहुंचे।
